If you can not update wirelessly, you can update it with iTunes. If the computer you are using Personal Hotspot on your iOS device that you update, connect your computer to different networks.
Install the latest version of iTunes on your computer.
Connect the device to the computer.
Open iTunes and select the device.
Click Summary, then Check for Updates.
Click Download and Update.
If you see an error message in iTunes or require a greater capacity for renewal
Get help when seeing an error message when updating the device with iTunes. Or if you need a greater capacity for renewal, you can delete content from the device manually.
